FUSE and NAGE Meet With Senator Jack Reed

FUSE and NAGE met with Senator Jack Reed on Dec. 23rd to discuss layoffs, eliminating telework, contracting out gov’t jobs, eliminating employee’s rights through conversions to “schedule F”, and other attacks on federal employees currently being planned by the incoming administration. 

Senator Reed fully supports NUWC employees and said that he will do everything he can to minimize the negative impacts that these radical policies may have.  He believes that most of the layoffs and other cuts will be focused on the Washington, DC area, and hopefully will not impact defense department employees outside of the capital region.   Senator Reed also believes that Senators from other states with large populations of DoD employees will push back on the administration’s plans to layoff workers and make other changes to employee’s rights, entitlements and benefits. 

The Senator asked us to let him know whenever we receive information about potential layoffs, reductions in telework, or other changes that negatively impact our members, and he assured us that he will continue working hard to keep NUWC strong and minimize the impact of the new administration’s anti-government-employee policies. 

Union representatives in attendance were FUSE President Dale Dandrea, FUSE Vice President Neil Jackson, NAGE Local R1-134 President Patrick Lavery, NAGE RI Director Paul Saccoccia, and NAGE attorney Gary Gentile. 

FLRA Files Complaint Against NUWC For Failing to Negotiate Telework Policy with FUSE

June 30, 2023 - Newport, RI 

The Federal Labor Relations Authority (FLRA) filed a "Consolidated Complaint and Notice of Hearing" against NUWC Newport management today for failing to negotiate in good faith with FUSE/NAGE Local R1-144, in violation of the Federal Service Labor-Management Relations Statute.  The complaint resulted from an Unfair Labor Practice (ULP) charge filed by the union in Feb. 2022 after management restricted telework for most of the union's 2,500 bargaining unit members.  The FLRA conducted a thorough investigation of the ULP charge, which included evidence and affidavits from affected employees and the union.  An Administrative Law Judge will conduct a hearing in Washington, DC on Nov. 9th to hear NUWC's justification for their failure to negotiate with the union, and render a decision soon after that will hopefully restore a fair and reasonable telework policy at the worksite, which many FUSE members have waited many months to see.  

FUSE Negotiates $6 Million Settlement Ending 5-Month Standoff with NUWC Management over Pay Increases & Bonuses

March 8, 2017 - Newport, RI

FUSE / NAGE Local R1-144 successfully negotiated a settlement with NUWC Newport management today that ended a 5-month stand-off over Incentive Pay increases and bonuses that began in Oct. 2016.  The settlement ensures that over 2,000 FUSE bargaining unit members will receive the pay increases and bonuses they earned in Fiscal Year 2016, which were unlawfully withheld by management while the parties negotiated their FY16 contract.

FUSE & NAGE Recover Over $1.5 Million in Back Pay for FUSE / NAGE Local R1-144 Members

July 29, 2016 - Newport, RI 

After three years of hard-fought arbitration hearings, Unfair Labor Practice (ULP) charges, and settlement negotiations, over 1,100 FUSE / NAGE Local R1-144 bargaining unit members received over $1.5 Million in back pay from the Navy due to the hard work of FUSE Local President Dale Dandrea, Vice President Neil Jackson, and NAGE Assistant General Counsel Jim Dever.

FUSE Wins $600,000 Bonus Pay Case Against NUWC Newport

Dec. 31, 2015 - Newport, RI

It took 2 1/2 years, hundreds of hours of work, and over $75K in arbitration and attorney's fees, but FUSE/NAGE Local R1-144 didn't give up on their effort to recoup over $600K in bonuses for 1,025 FUSE/NAGE members.  The Union proved beyond any doubt that the contract they negotiated with NUWC Newport was legally binding and enforceable despite the Navy's claim that it wasn't.  More importantly, the Union also proved that higher levels of Navy management (in this case the Assistant Secretary of the Navy) cannot simply declare contracts between lower levels of the Navy (in this case NUWC Newport management) and Local Unions null and void years after they were signed simply because the Navy didn't follow their own procedures and didn't like the outcome.  We are very happy that we were able to defeat the Navy's massive effort to cheat our members out of their hard-earned bonuses, and we will continue to fight for their right to fair treatment.
