Dear NAGE/SEIU Members and Bargaining Unit Employees,
It appears that a government shutdown is imminent. If Congress does not pass a Continuing Resolution (CR), the shutdown will begin at midnight on Tuesday, September 30th.
We have also learned that the administration intends to use the shutdown as an opportunity to reduce the federal workforce by issuing Reduction in Force (RIF) notices. Specifically, agencies have been instructed to target employees, programs, projects, and activities that are either unfunded or not aligned with the President’s priorities.
This makes it more important than ever that you stay informed and prepared. We strongly encourage you to join one of our upcoming NAGE/SEIU Federal Division Solidarity Meetings. These sessions will provide critical updates on the administration’s proposed RIF plans, their potential impact on you as a federal employee, and the steps you should take now to protect yourself.

These virtual meetings will connect you directly with NAGE/SEIU leadership, reinforce solidarity, and provide clear guidance about your rights and protections as federal employees. We will also address common myths about the union and highlight the resources available to you, including the Request for Representation process, which ensures you can still access support when needed.
What You Should Do Now
In preparation for the shutdown and possible RIF notices, we recommend that all employees:
- Download both a digital and a printed copy of your Electronic Official Personnel Folder (eOPF).
- At a minimum, secure your last five years of Leave and Earnings Statements (LES) and performance reviews, since downloading the full eOPF can take time.
Your eOPF contains your full federal employment history, including performance evaluations, pay information, and other important records that maybe critical if a RIF occurs.
